Susan is a founding partner at Tier 1 Strategy and brings more than three decades of experience in government relations. She spent much of her career at Peters, Cannata & Moody, where she was with the firm from its inception and represented clients across a wide range of legislative and administrative matters.

Her work spans complex policy areas including education, health care, behavioral and public health, human services, child welfare, insurance, justice issues, and local government. Susan is known for her practical approach, deep institutional knowledge, and long-standing relationships built over years of trusted advocacy.

Susan earned her law degree from the University of Arizona College of Law and began her legal career clerking for judges on the U.S. District Court for the District of Arizona and the U.S. Court of Appeals for the Ninth Circuit. She is also an active community volunteer and remains closely engaged with nonprofit organizations across Arizona.
